Gói thầu VNUA.G03. Thiết bị phục vụ nghiên cứu gồm 3 lô: (i) Lô số 1. Thiết bị Trung tâm nghiên cứu cây trồng và dược liệu; (ii) Lô số 2. 1. The Socialist Republic of Vietnam has received a financing from the World Bank towards the cost of the Sub component project: “Enhancing Capacity in Science and Technology and Human Resources Training to Contribute to the National Agricultural Restructuring and New Rural Development” of “Support for Autonomous Higher Education Project”, and intends to apply part of the proceeds towards payments under the contracts for Equipment for research including Lot 1. Center for crop & medicine plant research & development; Lot 2. Lab of genetics & vaccine recombination, medicine; Lot 3. ISO Service Center for diagnostics, testing, inspection & analysis.
2. Vietnam National University of Agriculture now invites sealed Bids from eligible Bidders for procurement of:
- Lot 1. Center for crop & medicine plant research & development, including 276 items;
- Lot 2. Lab of genetics & vaccine recombination, medicine, including 423 items;
- Lot 3. ISO Service Center for diagnostics, testing, inspection & analysis, including 281 items;
3. Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
Bid evaluation and contract award shall be for each individual lot.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours (from 8:00am to 11:00am and from 2:00pm to 5:00pm, except weekends and holidays) at the address given below:

6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 200 (Two hundred US dollars), equivalent to VND 4,600,000 (Four million six hundred VND). The method of payment will be in cash or direct deposit to account No. 3120201005770 at the VIETNAMBANK FOR AGRICULTURE, GIALAM BRANCH – Trau Quy, Gia Lam, Hanoi, Vietnam. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery. Bidders who wish to receive bidding documents through courier services should submit an additional amount of USD 250 for overseas delivery.
7. Bids must be delivered to the address: The Office of SAHEP-VNUA, Room No. 225, the Second Floor, Administration Building, Vietnam National University of Agriculture, Trau Quy, Gia Lam, Hanoi, Vietnam on or before 3:00 p.m on 30 November, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address stated in Clause 10. Given the negative impacts of COVID-19 in Vietnam and worldwide that caused travel limitation, bidders may opt to join the bid opening event virtually. Please inform UPMU SAHEP-VNUA before the opening event and provide the contact of the designed representative(s) by via email: sahep-vnua@vnua.edu.vn so that we can send the invitation for virtual meeting.
8. All Bids must be accompanied by a Bid Security of: USD 44,000 (Forty-four thousand US Dollars) for Lot 1. Center for crop & medicine plant research & development; USD 56,000 (Fifty-six thousand US Dollars) for Lot 2. Lab of genetics & vaccine recombination, medicine; and USD 44,000 (Forty-four thousand US Dollars) for Lot 3. ISO Service Center for diagnostics, testing, inspection & analysis;
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
